Plot Summary

The famous character of Carnival Night, Seraphim Ogurtsov, has been appointed director of the culture and recreation park. His energetic activities would once again lead to disastrous results, but fortunately, the governor of Ocean Island, Mr. Fantebras, appears on the horizon.
